Pat the chicken wings dry with a paper towel.
Place the wings in a bowl and coat them with vegetable oil, garlic powder, onion powder, paprika, cayenne pepper, salt, and black pepper.
Preheat the oven to 425°F (220°C) if baking, or heat oil to 350°F (175°C) if frying.
Arrange the wings on a baking sheet and bake for 40–45 minutes, flipping halfway, until golden and crispy; or fry in batches for 8–10 minutes until fully cooked.
For the air fryer, cook the wings at 400°F (200°C) for 20–25 minutes, shaking halfway through.
In a saucepan, melt butter and stir in hot sauce, honey, and chili flakes.
Simmer the sauce for 2–3 minutes until smooth.
Transfer the cooked wings to a large bowl and pour the spicy sauce over them.
Toss the wings until evenly coated.
Garnish with parsley or green onions, and serve with ranch or blue cheese dressing and celery sticks.
